The administration of the fiscal, prudential and municipal affairs of the city consist of the executive branch, headed by the City Mayor, and the legislative branch, called the City Council, consisting of nine members which shall exercise the legislative powers of the city. Six of these members, to be known as district councilors, shall be nominated and elected by the voters in each of the six Lawrence council districts. Three of the members, to be known as councilors at large, shall be nominated and elected by the voters of the city at large. The term of office of all members of the city council shall be two years.
