Notice of Availability of FY25 CAPER 

(Consolidated Annual Performance & Evaluation Report) 

 

On or about September 28, 2025 the City of Lawrence will submit the FY2025 Consolidated Annual Performance and Evaluation Report (CAPER), covering the period of July 1, 2024 to June 30, 2025, to the US Department of Housing and Urban Development (HUD). 

The CAPER identifies and reports on all projects financed through HUD appropriations with an assessment of the City’s performance in the fulfillment of these projects and programs that include the following:


  • Community Development Block Grant (CDBG)
  • HOME Partnership Investment Program
  • Emergency Solutions Grant (ESG)
  • CARES Act (CDBG-CV and ESG-CV)

Public Comment Period and Process: 

The DRAFT FY25 CAPER is available for a 15-day public review and comment period on the City website at www.cityoflawrence.com from September 10, 2025 to September 26, 2025.  

Citizens wishing to submit written comments during the public review and comment period may send them via email to Susan Fink, Manager of Financial & Administrative Services, at sfink@cityoflawrence.com, until 4:30 pm on Friday, September 26, 2025.  

The Office of Planning & Development will forward to HUD all written comments along with the City’s response to the comments.

Additional Information on the CAPER:

The Consolidated Plan is designed to help states and local jurisdictions to assess their affordable housing and community development needs and market conditions, and to make data-driven, place-based investment decisions. The consolidated planning process serves as the framework for a community-wide dialogue to identify housing and community development priorities that align and focus funding from the CPD formula block grant programs: Community Development Block Grant (CDBG) ProgramHOME Investment Partnerships (HOME) ProgramEmergency Solutions Grants (ESG) Program, and Housing Opportunities for Persons With AIDS (HOPWA) Program.

The Consolidated Plan is carried out through Annual Action Plans, which provide a concise summary of the actions, activities, and the specific federal and non-federal resources that will be used each year to address the priority needs and specific goals identified by the Consolidated Plan. Grantees report on accomplishments and progress toward Consolidated Plan goals in the Consolidated Annual Performance and Evaluation Report (CAPER).
