Officer Robert Lakin, while on routine patrol in the area of
Haverhill and Forest Streets, conducted a motor vehicle stop. The vehicle
was registered in New Hampshire and had three occupants. Based his on
observations, Officer Lakin believed he was interrupting a drug deal in
progress. Sgt. Jose Martinez and Officer Jose Nunez arrived on scene to
assist. Upon interviewing one of the vehicle’s occupants, Officer Lakin’s
initial observations were confirmed. While searching the vehicle, Officer
Lakin located narcotics in rear passenger seat.
Melvin Buatista, age 24, of Lawrence was charged with drug
distribution, and Francis Lanciano, age 30, of Dover NH was charged possession
of heroin. Both were arraigned in Lawrence District Court.
