[ARCHIVED] Disaster Re-Paving Begins City; Announces Phase 1 Paving

Mayor Daniel Rivera, with Councilors David Abdoo and Marc Laplante announce Phase 1 of road restoration and recovery projects following the September 13th Columbia Gas disaster. Roadwork done in Phase 1 began Monday, September 9th and will continue through the end of 2019. This work will include roads and sidewalks that had all other utilities in the ground repaired, and/or, were freshly paved prior to the gas disaster of September 13th. “Like Sullivan Park, the work to bid and contract the street repaving started months ago. We’re happy to begin removing some of the final scars of the Columbia Gas disaster. Thanks to Environmental Partners and the staff of the DPW, Phase 1 should be done before the end of this road construction season,” said Mayor Daniel Rivera. “This work and future work will not cost taxpayers a dime. All of the streets impacted are covered by the money in the settlement with Columbia Gas. All of the road restoration work is being executed in cadence with much needed water and sewer work with a goal of minimizing resident inconvenience and business disruption.”

Per the city’s usual standard operating procedures residents that live in the areas being worked on will be notified of the roadwork before it begins. The city has distributed equally the street and sidewalk work across the impacted areas of South Lawrence so that every neighborhood has some work happening over the next four years. Areas targeted for the last phase will have significant water and sewer work happening during phase 1 and phase 2.

Restoration Overview:

•           Phase 1: September 9th - November 15th, 2019

Includes roads with complete water and sewer upgrades, or were paved in months prior to September 13, 2018. Also, sidewalk and road repairs deemed low effort. This phase has a small number of streets, in order to take full advantage of this year’s construction season. The work will contain curb to curb milling and paving along with some sidewalk repair work. This work was bid and awarded during the spring and summer of this year. The targeted areas are South Common, Colonial Heights and Mount Vernon Neighborhoods.

•           Phase 2: April 15th- November 15th, 2020

Includes roads with complete water and sewer upgrades, but have more complicated street and sidewalk repair needs. This phase will have a larger number of streets because it will have a full construction season. The work will contain curb to curb milling and paving along with full and some partial sidewalk repair work. The targeted areas will include South Common Neighborhood, primarily for sidewalk and complicated street work and South Lawrence West for curb to curb paving.

•           Phase 3: April 15th- November 15th, 2021

Includes the finishing of roads and sidewalks from Phase 2. This phase will have a similar number of streets because it will have a full construction season. The work will contain curb to curb milling and paving along with full and some partial sidewalk repair work. The targeted areas will include South Common, Colonial Heights and South Lawrence West.

•           Phase 4: April 15th- November 15th, 2022

Includes roads with water and sewer upgrades that will take place during the 2020-2021 construction season. This phase will have a larger number of streets because it will have a full construction season. The work will contain curb to curb milling and paving along with some full and partial sidewalk repair work. The targeted area is the Carletonville Neighborhood and a few scattered streets.

The current plan is to pave all 31 miles over 4 years to reduce traffic congestion, business impact and further disruption of people’s lives. This plan is a living, breathing document and weather and materials could impact this schedule positively or negatively. We will, however, when possible, accelerate the plan and the phases as those opportunities arise. Each phase of this contract will be bid separately in accordance with the city’s standing operating procedures.
