INVITATION FOR BIDS (IFB)

LAWRENCE CITY-WIDE RADIO & COMMUNICATIONS UPGRADES

The City of Lawrence invites sealed bids from qualified contractors for Lawrence City-Wide Radio & Communications Upgrades – Chapter 149 Construction Services, located in Lawrence, Massachusetts.

Bids from qualified vendors are due at the office of the City Clerk, City Hall, 200 Common Street, Room #107, Lawrence, MA 01840, on or before Wednesday, February 18, 2026, at 11:00 A.M.

Requests for Bid Specifications will be available to download on Wednesday, February 4, 2026, at 9:00 A.M. at www.cityoflawrence.com/bids.

All bids submitted in response to this Invitation for Bids will be evaluated and awarded in accordance with the provisions of Massachusetts General Laws Chapter 149 and Chapter 30 §39M. Vendors must be DCAMM-certified in the Telecommunications Systems category. These contracts are subject to Massachusetts Prevailing Wage Rates and OSHA 10-Hour Certification requirements. The project includes installation of antenna and communications systems supporting City-wide first responder radio upgrades associated with the new Lawrence Police Station. The estimated construction cost is $350,000.00.

A mandatory bidder walkthrough is required. Refer to the bid documents for details.

The City of Lawrence reserves the right to reject any or all bids or to take whatever action is deemed to be in the best interest of the City.

Qualifications:
The Project will be subject to the minimum wage rates set under the Massachusetts Prevailing
Wage Laws. Workforce utilization percentages apply to the project.
Pursuant to M.G.L.c.30, 39S (a) (2) all employees to be employed on the Project must have
successfully completed a course in construction safety and health approved by the Occupational
Health and Safety Administration (“OSHA”) and of at least 10 hours duration. All Contractors on
the Project will also be required to provide written verification of compliance with Federal
Department of Homeland Security Requirements, including but not limited to the Employment
Verification (Form I-9) Process.Each Bidder must be certified by the Department of Capital Asset Management (DCAMM)
showing that the Bidder has been certified in the required category to participate on public
construction projects and to perform the work required. For a Bid to be considered, a DCAMM
